An electrical utility shall make Web energy metering accessible to eligible buyer-generators on a primary-come, 1st-served foundation until the earlier of either: (i) June thirty, 2029; or (ii) the 1st date on which the cumulative building capacity of net metering programs equals four per cent with the utility's peak need for the duration of 1996.
